Premium Tax Information


Premium Tax and Captive Supervision Fee Information

The premium tax return is required to be filed electronically and is due annually on March 1 for the prior calendar year. The premium tax form filing and payment process is available electronically through OPTins.

The South Dakota Division of Insurance uses OPTins for the online premium tax form for insurers to prepare and submit their premium tax return electronically. Any required attachments can be easily attached to the electronic filing.

Filing and Payment Information

Required quarterly payments: 
Insurance companies licensed in South Dakota whose premium tax for the prior year was greater than $5,000 are required to make quarterly payments.  Payments must be received on or before April 30, July 31, October 31, and January 31.  Late payments result in a penalty of 1.5% for each month or part thereof.

Quarterly payment calculation:
On the tax return, subtract line 69 and line 51 column 6 from line 66, then divide the calculation by four.  This is the amount you need to submit quarterly. 

 

NEW TO OPTINS:
If you do not currently have an OPTins account, please visit the OPTins content page, and scroll down to access the implementation paperwork. Select the appropriate paperwork, and download the PDF. When you have completed the paperwork, add it as an attachment on a new e-mail to optinsmktg@naic.org. On the paperwork, you will have the option to select your payment method – ACH Debit or ACH Credit. More information on each payment option can be found here.  Please note, the implementation process generally takes three to five business days.

PREVIOUSLY USED OPTINS:
Your OPTins login ID was changed August 1, 2025, to use Okta, a secure Single Sign-On platform with Multi-Factor Authentication. Your previous OPTins login credentials will no longer work. If you haven't logged into OPTins for over 90 days, your password may also be expired. To reset your ID, please log in using your Okta ID and follow the "Forgot Password-Getting Started" instructions.
