Workforce Pell: Expanded Access to Education and Training

Workforce Pell expands affordability for individuals seeking short-term, high-quality workforce training programs. Workforce Pell is a federal financial aid option designed to support students enrolled in eligible short-term workforce training programs that lead directly to in-demand careers. Workforce Pell funding helps reduce financial barriers so students can rapidly gain skills, earn credentials, and enter the workforce.

Students Seeking Workforce Pell Grant Eligibility:

Step 1: Complete the Free Application for Federal Student Aid (FAFSA) that opens on Oct. 1, 2026.

Step 2: Once accepted into an eligible program, your school will confirm eligibility and disburse funds.


Institutions Seeking Approval for Short-term Training Programs

Below are the policies, guidance, and forms required for programs to be considered eligible for a Workforce Pell grant or to maintain eligibility.

Step 1: Review the Workforce Pell Policy (includes application windows and determination dates)

Step 2: Confirm the Program aligns with labor market needs in the state by confirming the related Standard Occupational Classification by reviewing this Qualifying Occupations List

Step 3: Complete the Workforce Pell Application and related forms (shown below). See the Application for additional details and required supporting documentation.

Step 4: Gather supporting documentation

Step 5: Create an SDWORKS account. Complete the Eligible Training Provider Application under the Manage Institutions Program section. Indicate Yes as shown in yellow on the graphic below.



Through this process:

  • The program will be identified as Workforce Pell eligible in SDWORKS
  • The program will be considered for inclusion on the state’s Eligible Training Provider List (ETPL) making it available for Workforce Innovation and Opportunity Act Title I funding
  • The maintenance of reporting and performance for initial and continued eligibility for ETPL and Workforce Pell is handled in a secure manner
