![]() Celebrate the 2023 South Dakota Week of Work This year’s South Dakota Week of Work will be celebrated April 3-7. Schools are being encouraged to connect their high school students with hands-on experiences from local businesses. This may include activities such as job shadows, internships, tours, guest speakers, and career fairs. This week is a great opportunity to expose youth to career opportunities and build your future workforce. We will also publicly celebrate the excellent work-based learning partnerships offered year-round. School districts will promote their own local successes to raise awareness about the benefits of investing in the future workforce through efforts like these. Additionally, the South Dakota Week of Work website has been revamped. Virtual panel presentations from the last two years have been added to a library of resources. Students and teachers can view this wide selection of careers without limits on time or geography. Visit the Business/Industry section for more information on how to participate.
![]() Governor Noem Signs Unemployment Insurance Tax Cut On Feb. 1, Governor Kristi Noem signed HB 1011, which cuts unemployment insurance employer contributions by 0.5%, delivering an $18 million tax cut for South Dakota businesses. “South Dakota’s economy is booming, our unemployment rate is the lowest in our history, and our people are choosing to work,” said Governor Noem. “So many new businesses are choosing to call our state home, and our existing businesses are thriving, so our unemployment reserves are stronger than ever. It’s time to put money back in the pockets of hardworking South Dakota business owners.” The Department of Labor and Regulation and the Reemployment Assistance Advisory Council drafted legislation in 2016 using an average high-cost multiplier (AHCM) to assess the solvency of the Unemployment Insurance Trust Fund. An AHCM of 1.0 means enough funds exist to cover a full year of benefits during a recession. Since then, employer tax rates have been based on the AHCM of the fund at the end of each fiscal year. HB 1011 creates a new tax schedule to reduce employer contribution rates by 0.5% when the balance in the Trust Fund at the end of the fiscal year is at or above an AHCM of 1.5. Additionally, the bill adjusts the trigger point for a surcharge – this is an additional tax imposed when the balance of the fund drops below $11 million. The surcharge trigger will no longer be tied to a dollar amount, but to an AHCM ratio.

Be Nationally Recognized with the HIREVets Medallion Award The U.S. Department of Labor is now accepting applications for the 2023 HIRE Vets Medallion Award, presented annually to employers who demonstrate a commitment to recruiting, employing, and retaining America’s military veterans. The award is the only federal-level veterans’ employment that honors businesses and nonprofits promoting employment, support, professional development, and retention of veterans. The award signals to veterans that an employer is committed to and supports our nation’s heroes. In 2022, Rapid City employer Black Hills Energy and Mitchell Technical College received this recognition. For more information, please visit HIREVets.gov. The application deadline is April 30. Contact your Job Service office for assistance in meeting award criteria, or to develop strategies to hire veterans.

It has recently been updated with the new “Know Your Rights” poster issued in October 2022. ![]() Second Chance on Job Applicants As an employer, have you interviewed a job applicant who fits culturally in your organization, but is lacking some skills? You can refer candidates showing potential to DLR to get them to the next level. Job Service offices can assist with additional training or education to eligible participants to increase their skills and employability. Employers can even refer current employees who need help in these areas. On-the-Job Training is a specific service offered to provide job participants with knowledge and skills essential to the performance of a job. Employers can be reimbursed up to 50% of the wage rate to help cover the costs of training and supervision. Consider the cost savings! Don’t hesitate to contact DLR to brainstorm other recruitment and retention strategies.
![]() Save the Date: South Dakota Broadband Summit in May WHAT: South Dakota Broadband Summit WHEN: Wednesday, May 3, 2023, 9 a.m. to 3:30 p.m. CDT, in Pierre (location to be determined). A virtual option will also be available along with accommodations for individuals without high-speed internet access or computer equipment. WHY: To update South Dakotans on broadband expansion and digital equity efforts and gather feedback on the needs in our state regarding these efforts. ConnectSD, the South Dakota Governor’s Office of Economic Development, and the Department of Labor and Regulation are collaborating to implement the Internet for All Initiative for South Dakota. This initiative is focused on improving internet deployment and digital access throughout the state. Registration and more details about the summit will be provided at the ConnectSD website.
